Module 2 provides the structured analytical framework for making contextual distinctions accurately and consistently. This is the module that prevents both under-response (missing genuine threats) and over-response (criminalising ordinary speech). Both carry serious professional consequences — one leaves young people unprotected, the other destroys the community trust that makes safeguarding work. Module 3 provides the scoring system that makes that assessment consistent, communicable, and proportionate. It is the bridge between vocabulary knowledge and professional response. Module 4 is where the full programme comes together. All the vocabulary from the Foundation and Professional programmes, the regional dimesion from Module 1, the context analysis from Module 2, and the scoring system from Module 3 are now applied within specific professional contexts — with the protocols, legal frameworks, and decision-making processes that each sector uses.
