Terms & Conditions
This Checkout Policy sets out the key terms that apply at the point of purchase. It is a summary of the most important information you need before completing a transaction. Full terms are contained in the programme-specific Terms and Conditions, the Digital Product Policy, and the Privacy Policy — links to all three are provided in Section 10.
By clicking "Purchase" or "Complete Order" at checkout, you confirm that you are at least 18 years old, that you have read and agree to these checkout terms, and that you consent to the immediate delivery of digital content as described below.
Important: Consenting to immediate delivery of digital content means you waive your 14-day statutory cooling-off cancellation right once you access programme content. Please read Section 6 before completing your purchase.
SECTION 1
What you are purchasing
You are purchasing a time-limited personal licence to access one of the following digital training programmes offered by Horizon Intelligence Systems:
Programme
Content
Duration
Foundation Horizon Cultural Intelligence Programme
1 module — UK gang culture history, digital evolution, and professional context
1 month
Professional Horizon Intelligence Programme
4 modules — violence language, weapons possession, territory and identity, drug supply and county lines
3 months
Expert Horizon Cultural Intelligence Programme
4 modules — regional slang, context analysis, severity scoring, sector-specific professional protocols
12 months
You are purchasing a licence for a single named individual. You are not purchasing a physical product, a permanent download, or ownership of any content. Your licence grants access to the programme as described above from the date of activation.
Bundle purchases — combining two or three programme tiers — are available. The terms in this Policy apply to each tier within a bundle.
SECTION 2
Pricing, VAT, and invoicing
2.1 Prices
All prices displayed at checkout are in pounds sterling (GBP). Prices are inclusive of UK VAT at the current prevailing rate unless otherwise stated. The total amount payable — including VAT — is displayed on the checkout page before you confirm your purchase.
2.2 VAT
Horizon Intelligence Systems charges UK VAT on digital services supplied to UK customers in accordance with HM Revenue and Customs requirements. Where you are purchasing on behalf of an organisation registered for VAT, you may enter your VAT registration number at checkout and a VAT invoice will be issued. The Provider's VAT registration number is displayed on your invoice.
Where you are a business or public sector organisation outside the UK purchasing from within the EEA, reverse charge rules may apply. Please contact us before purchasing if you require guidance on VAT treatment for non-UK purchases.
2.3 Invoices and receipts
A purchase confirmation email is sent to your registered email address within one (1) hour of payment clearance. A VAT invoice is attached to this email in PDF format. If you require a VAT invoice re-issued or amended, please contact us within thirty (30) days of purchase.
2.4 Pricing changes
Prices may change between the time you first view a product page and the time you complete purchase. The price displayed on the checkout page at the moment you click "Complete Order" is the price you will pay. Price changes do not affect active licences already purchased.
Organisational purchasing: If you are purchasing five or more licences for staff within your organisation, please contact us before purchasing — volume pricing and additional account management features are available. Purchase orders and invoice payment terms are available for qualifying organisations.
SECTION 3
Payment
3.1 Accepted payment methods
-
Credit and debit card (Visa, Mastercard, American Express)
-
PayPal
-
Bank transfer (for organisational purchases of five or more licences — contact us for details)
-
Purchase order and invoice payment (for qualifying public sector and organisational buyers — contact us for terms)
3.2 Payment processing
Card payments are processed by our third-party payment processor. Your card details are transmitted directly to the payment processor using encrypted connections and are not stored by Horizon Intelligence Systems. We receive only a payment confirmation and the last four digits of your card number for reference purposes.
By submitting payment, you confirm that you are authorised to use the payment method provided and that the billing details are accurate.
3.3 Payment failure
If payment is declined, your order will not be placed and access will not be activated. No charge is applied for a declined transaction. Please check your card details or contact your bank, then retry. If you continue to experience difficulty, contact us and we will assist.
3.4 Fraudulent transactions
Suspected fraudulent transactions will be investigated and may result in immediate access suspension pending verification. Where fraud is confirmed, the licence will be terminated, any Certificate of Completion will be revoked, and the matter may be referred to relevant authorities.
SECTION 4
Access activation
4.1 Activation timeline
Access to your programme is activated automatically upon receipt of cleared payment. In the vast majority of cases, access is available within one (1) hour of purchase. In exceptional circumstances — such as bank transfer purchases or manual payment verification — activation may take up to twenty-four (24) hours.
You will receive a confirmation email containing your access instructions. If you have not received this email within twenty-four (24) hours, please check your spam or junk folder before contacting us.
4.2 Account creation
If you do not already have an account, you will be prompted to create one during checkout. Your account requires a valid email address and a password of your choice. You are responsible for keeping your login credentials secure and confidential. Do not share your account details with any other person.
4.3 Licence start date
Your licence period begins on the date your access is activated — not the date of purchase. Where activation is delayed beyond twenty-four (24) hours due to circumstances within the Provider's control, the licence period will be adjusted accordingly.
4.4 Multiple purchases
If you purchase the same programme tier more than once — whether accidentally or to renew — the licence periods do not stack. Each purchase activates a fresh licence from the date of activation. If you believe you have made a duplicate purchase, contact us within forty-eight (48) hours and we will issue a refund for the duplicate transaction.
SECTION 5
What is included with your purchase
Your licence includes the following, as applicable to the programme tier purchased:
Included

Programme lessons
All lessons and interactive elements for the purchased tier
Assessments
Programme assessment(s) — retakeable within the licence period
Certificate of Completion
Issued on passing the assessment at 70% or above

SECTION 6
Your right to cancel — digital content waiver
6.1 Your statutory cancellation right
Under the Consumer Contracts (Information, Cancellation and Additional Charges) Regulations 2013, you normally have the right to cancel a digital product purchase within fourteen (14) days of purchase and receive a full refund — this is the statutory "cooling-off period."
6.2 How digital content affects this right
For digital content that is delivered immediately online — such as this programme — the Consumer Contracts Regulations permit the supplier to begin delivering the content before the cooling-off period expires, provided the consumer has given their prior express consent and acknowledged that they will lose their cancellation right on doing so.
By completing your purchase, you:
-
Request that access to the programme is made available immediately on payment clearance
-
Acknowledge that the programme is digital content delivered online
-
Consent to delivery beginning immediately
-
Acknowledge that you will lose your 14-day cancellation right once you access programme content
6.3 Cancellation before accessing content
If you change your mind before accessing any programme content, you may cancel within fourteen (14) days of purchase for a full refund. "Accessing content" means viewing any lesson, submitting any quiz or assessment, or engaging with any interactive exercise. To cancel before accessing content, email us at [contact@horizonintelligence.com] with your order reference and the subject line "Cancellation Request."
6.4 Refunds after accessing content
Once you have accessed any programme content, your cancellation right is lost and a refund is not available, except in the limited circumstances set out below:
-
A technical fault on our platform prevents access for more than seventy-two (72) consecutive hours during your active licence period, where no licence extension has been offered
-
A duplicate payment or billing error attributable to our systems
-
The programme description at the time of purchase materially misrepresented what you were purchasing
6.5 How to request a refund
Eligible refund requests must be submitted in writing to [contact@horizonintelligence.com] within fourteen (14) days of the purchase date (for pre-access cancellations) or within fourteen (14) days of the relevant issue arising (for exceptional post-access refunds). Please include your order reference, name, and the reason for your request. We will acknowledge within two (2) business days and respond within ten (10) business days.
Summary: If you access the programme before the 14-day cooling-off period ends, you lose your right to cancel. If you are unsure about your purchase, do not access the programme content until you are certain you wish to proceed.
SECTION 7

Complaints and disputes
If you have a concern about your purchase, payment, or access, please contact us info@horizonintelligence.co.uk in the first instance and we will do our best to resolve it promptly.
If we are unable to resolve your complaint to your satisfaction, you may refer a dispute to an alternative dispute resolution (ADR) scheme. Details of any ADR scheme we subscribe to will be provided on request. For digital products, you also have the right to use the European Commission's Online Dispute Resolution platform at ec.europa.eu/consumers/odr, although this applies primarily to cross-border EU disputes.
These terms are governed by the laws of England and Wales. Any unresolved dispute is subject to the exclusive jurisdiction of the courts of England and Wales.
SECTION 9
Consumer rights and additional information
9.1 Your statutory rights
Nothing in these terms affects your statutory rights as a consumer under UK consumer protection law, including the Consumer Rights Act 2015 and the Consumer Contracts (Information, Cancellation and Additional Charges) Regulations 2013. Where the programme is purchased by a business rather than a consumer, different terms may apply — please contact us.
9.2 Accuracy of product descriptions
We take care to ensure that programme descriptions are accurate and not misleading. If you believe that a product was materially misdescribed at the time of purchase, please contact us. This may entitle you to a refund under the Consumer Rights Act 2015 regardless of whether you have accessed the content.
9.3 Unsolicited communications
We will not send you marketing communications unless you have explicitly opted in at registration or subsequently. You can withdraw consent at any time by clicking unsubscribe in any marketing email or by contacting us. Withdrawal of marketing consent does not affect transactional communications relating to your account and access.
9.4 Professional use and safeguarding obligations
Our programmes are professional training resources for individuals working with or in support of young people at risk. The content contains descriptions of gang violence, exploitation, and related criminal activity for training purposes. By purchasing, you confirm that you are a professional who will use the content in an appropriate professional context, and that you will not make the content accessible to young people, vulnerable individuals, or members of the public.
